In order to understand the political climate in The Principality of New Utopia it is necessary to understand a small amount about the basis of New Utopian Sovereignty. The Principality of New Utopia as an artificially constructed, privately funded country is, by its nature, a sovereign but private state. The state is owned by The Crown, which currently rests upon The Head of State, His Royal Highness Prince Lazarus of New Utopia.
The Principality is a constitutional monarchy, which bears resemblances to both other modern nation-states and modern era monarchies - drawing its ultimate regal limitations from the precedents set forth under the Magna Carta. The Constitution defines the borders of The Crowns 'powers. It also defines the Right of Ascension, by which the crown is passed to the heirs of Prince Lazarus.
The executive is the Crowns 'government. The Government represents not the people, but The Crown. Plebiscites are held to create alterations to the constitution and so referenda will be held when the laws affecting the subjects of The Crown are altered. Appointment of the governors, however, remains a private power of The Crown. This is acceptable in a private Libertarian country as the crown is responsible for its Royal Treasury and does not derive its funds from the people.
The government is funded by The Crown and not the people and thus nomination of the governors is a Crown function, not a public function. The Government does not represent the people and does not purport to do so.
The New Utopian Government - A Protection Mandate
The Crown has issued a single mandate to The Government. This mandate states that the purpose of The Government is to "Provide for the direct defence of the residents of The Principality of New Utopia". This mandate provides the sole purpose for The Government. This means that The Government will use Crown funds to provide for the general safety of The Principality. Functions understood to be legitimate to this mandate include: National Defence, Public Health and Hygiene (this does not include free or public health care), Policing, Crown Judiciary, Crown Prosecutions Office, Customs and Immigration, and Correctional Functions.
The methods of provision of these functions is left to The Government to implement and execute. The Crown will provide its own functions including Excise Collection, Diplomatic Relations, Public Address, Information Office, and Land Leases. Many governmental and Crown functions will be provided through the mechanisms of private enterprise.
It is unnecessary to have an elected representative to decide what statues should be issued to control the way the lives of the people are run, as the mandate does not allow The Government the dictate any rulings on matters of a private nature.
For example, The Government will have no power to dictate to a citizen of New Utopia that a travel restraint must be worn whilst in a vehicle. In cases where a statute is issued, such as when a crime is defined (for example outlawing murder as a crime), The Crown may hold public advisory councils and The Crown may be petitioned by the populace.
