Registration and Regulation

Regulations and registrations will be put in place in accordance with The Mandate where registration or regulation is necessary in order to ensure the safety of the residents of The PNU. Registration may apply to any substance, machine, object, or entity dependant on the nature of said item or entity. This measure is intended only to protect the safety of the residents of the PNU and reduce the liability of the nation. The owner´s and operator´s liability and responsibility and duties of care are not considered to be reduced by registration or regulation, but are certainly increased by failure to comply with such process.

Closed Water Vessels -

All vessels operating in PNU waters will need to be registered for safety compliance in accordance with The Mandate.

Open Sea Vessels -

Vessels plying international waters may be registered in The PNU regardless of the nationality of the owner(s), operators, or builders. The vessel will undergo safety inspection.

Aircraft
Aircraft (long or short range) may be registered in The PNU regardless of the nationality of the owner(s), operators, or builders. The aircraft will undergo safety inspection.


Space Vessels and Spacecraft
 
Space vessels, installations and spacecraft may be registered in The PNU regardless of the nationality of the owner(s), operators, or builders. The craft will undergo safety inspection. Commercial launch and lift facilities are expected to be available for use.


Other Vehicles
The Government may require the registration or safety compliance of other vehicles entering or operating within PNU territory or airspace. This is in accordance with The Mandate.

Building Codes
Building regulations will be enforced in order to protect the safety of the residents of The PNU. The Building Code will be similar to those in place in Florida, U.S.A, for affect in the `hurricane region´.

Licensing Policy

Broadcast and Netcast Licences

Licences are not required to operate any form of broadcast or netcast service. Such services may not operate in a fashion which endangers public safety. Bandwidth and frequency licensing may be required.

Bandwidth and Frequency Licenses

Licensing may be required where specific bands and frequencies are to be used. This license systems will be in place only to preserve working order in the PNU frequency band. This scheme will likely be formulated with input from the general public and associated industry members. This licensing is conducted at the pleasure of The Crown.

Banking Licenses

Banking Licenses will be issued at the pleasure of The Crown.

Casino Licenses
Casino Licenses will be issued at the pleasure of The Crown.


Media Policy

Censorship

Censorship may not be performed by The Government. The public of The PNU have the right to freedom of speech.

Media Licensing

Aside from any Bandwidth or Frequency Licensing, there will be no licensing required for media operators. The public are encouraged to exercise their right to freedom of speech.
