2008 was a tumultuous year. The world wide financial crises affected our funding plans as it did many other developments. 2009 will be much better for New Utopia. On the other side of the World in Dubai is a very similar project , "The Palms" and other developments in Dubai were completed in less than 20 years, most of them in less than 10 years. We have, in New Utopia, the potential to surpass what has been achieved in Dubai. We are in the most marketable area of the World, with a better climate, a much better business, political, living and vacation environment.
With one thousand square miles of territory and a free market government, we should attract large investors and developers . In the next twenty years we could exceed that which has been accomplished in Dubai. We only need to begin construction on our airport and initial infrastructure. The Worldwide media exposure is assured to spread the news, helping to position investments as most profitable, for those with the foresight to be among the pioneers. There are currently four large banks interested in developing New Utopia. Our government officials are currently working with a major title company to have title insurance available in New Utopia.
I have issued letters of patent (first deeds) on about 3,000 acres. There are over 3,800 citizens, 60 diplomats in various countries and our court system is in place. Our constitution is on our web site. We have 4 banks chartered and over 45 corporations formed. We have been recognized by at least one UN member nation Vanuatu and understand that at least two others are open to recognizing us.
We have thousands of citizens eager to buy condos and move their businesses to our Venice of the Caribbean and tens of thousands more who, through our web site, have indicated a desire to do so.
Our Minister of Trade and Commerce is in negotiations with a group for a lottery license which would benefit the New Utopian Infrastructure Development Fund. The plan is to sell lottery tickets (the proceeds to be guaranteed and insured) but each ticket will in addition to being eligible to win the usual prize money, will also qualify the holder for a separate drawing each week to win a one million dollar luxury condo in the "Ports of Call" condo complex http://www.nu-flotilla.com/ports-of-call-web.png in New Utopia. We are prepared to give a condo per week for five years to this program.
The Ports of Call condo and shopping mall complex which has been expanded to fifteen hundred condos, eight hundred thousand square feet of retail/office space and a huge yacht club. Cost ? About four hundred fifty million dollars. We have more than enough citizens anxious to move to New Utopia who have inquired about both condos and retail space for their businesses. If the market is sufficient we will build two of these complexes. We are also searching for a very upscale cruise ship to buy, on which there would be a model of the city and in particular the Ports of Call complex. Cruises would be sold to potential buyers to make a four day cruise which would be a purchasing opportunity for up-scale investors, with sales people on board. The goal is to charge only enough for the cruise to cover costs. The media could also use this to document the rising of the new nation from the sea. This has a great deal of romance for the media and we have over 130 requests to document it.
The cost of housing will be as it is everywhere; It depends on the amount of space and the amenities you want; The price will range from moderate to expensive as in any resort area. There are planned some inexpensive, very nice, apartments for city workers clerks and service personnel with work visas, which will be built under the airport because they will not be able to afford to buy or rent condos initially. This will also give us over four million square feet of warehouse space.
We have offered 4 Casino licenses and agreed not to issue another for 20 years. With no taxes or license fees of any kind this is very lucrative to the resort/casino people. They can offer additional perks to fill plane loads of visitors, much as Atlantis does in the Bahamas. All we expect in return is for them to each buy New Utopian Airport development bonds. These will be twenty year 6% bonds, guaranteed by the government, retired by the exit fees paid by visitors and if necessary by a visitor's room tax. Our representative in Las Vegas feels confident he can get this done.
We have issued a license to a group of doctors for a huge medical center and the Delphi Medical Teaching University, which expects to have 5,000 students by the third year. These are also customers of our merchants and will require housing etc. In the US alone, there were over 15,000 qualified students who could not get into medical schools last year.
We have serious interest from two major refinery companies to lease the 26,000 acre algae bio-fuel farm and install a fuel depot for cruise ships and other vessels. With no taxes or transport charges they should be able to sell fuel at a price that will appeal to the 192 cruise ships that ply the Caribbean. They in turn would unload their passengers to shop while they take on fuel.
We are still looking for a port operator for the containerization port and have set aside 20 square miles for this. The huge container ships (15,000 containers) for which they are widening the Panama Canal, can't be accommodated by any port in the Gulf. Our port could accept them, trans-ship the containers to the Gulf ports and up the Mississippi to St Louis, Kansas City . and Chicago. There is no other area with an adequate deep water port between Panama and the Gulf. Presently these are off loaded in Los.Angeles and transported overland to all the cities in the middle of the US at great additional cost.
Our wave attenuation system, (to be put in place with the first construction) will assure a safe calm harbor even in the worse storm. We will become a haven for the yachts in this part of the World.
We will encourage the inventors and innovators of the world with swift approval of their patents so their products can be marketed quickly and they can benefit from their industry. We will have a stock market where start-up companies can raise the capital to get their businesses started. Those with a good business plan and product will prosper. Those who don't will fail, but the incentive is there.
Scientists and researchers will be encouraged to come to New Utopia and will have the freedom to do what they do best, without political or religious intervention. New Utopia will become a net exporter of technology of every kind and will have the highest standard of living in the world.
We are also going to find an international market Maker to handle a New Utopian Infrastructure Development Bond. This will supply the funds to develop our government needs and finance valid projects in New Utopia.
We expect to begin construction in the Summer of this year.

There are multiple projects currently in the works the majority of which are commercially sensitive and are also covered by confidentiality clauses. Having said that we, the webmasters, are pleased to bring you this short message from the Goverment of The Principality of New Utopia:
"Due to many ongoing projects here in the states and overseas we are ever hopeful that the efforts and labour by many of our loyal subjects towards securing the infrastructure financing we have been seeking will be coming to fruition soon. To this end, we have commissioned the redesign of our main website with this php template and would like all our Ambassadors and Pro Conuls to emulate this same design. The United Earth Group of Companies will be able to assist with this goal.
As soon as we are able to release more information we will do so. As mentioned above, most of the sources we are negotiating with are 'commercially sensitive' and thus we are bound by confidentiality and non circumvention clauses.
